Field coordinator (M/F) - Myanmar

Tasks & Responsibilities: 

Under the supervision and in close collaboration with the general coordinator, you will supervise and co-ordinate the program implemented by MDM team in Pyapon township in order to guarantee the objectives of the program are met. You will be in charge of the program management, the donor negociations and program adjustements, the partnership, the technical support to the team, the link with autorities, the security and safety management and the reporting.

You will manage a team of 1 expatriate and 37 Myanmar staff and you will be the direct line manager of 5 staffs.

More precisely, you will be in charge of :

-The programme coordination

You will be in charge of the planning, implementation, monitoring and evaluation of the Mother and Child Health programme in Pyapon Township.

You will be a part of the country coordination team, and as such, plays an active role in the MdM Myanmar strategy and programme design, and in relaying national coordination decisions and information to Pyapon team.

- The team management

You will ensure smooth communication between team members and conducts conflict management duties in the office when needed.

You will provide support to the Pyapon team during the program closure including writing recommendation letter and other career development support documentation.

- The logistics supervision

You will manage the Pyapon logistics officer, who receives technical back up from the logistics coordinator in Yangon.

You will maintain high quality supply chain management, to ensure that programme needs are met in compliance with donor and MdM regulations.

- The administrative and finance supervision

You will manage the Pyapon Field Administrator, who receives technical back up from the HR/administrative coordinator and finance coordinator in Yangon, to ensure compliance with donor procedures and the national administrative and legal regulations.

You will participate in the design of new budget proposals for donors, preparation of annual budgets and monthly budget follow up analysis.

- The relations with government, donor and NGO's

You will represent MdM in Pyapon Township, and work in close coordination with senior national staff and coordinators to ensure consistent and relevant MdM representation.

You will take part to meetings with local authorities and donors, in close collaboration with the coordinators, and plays a lead role in organising donor visits in Pyapon.

- The security rules implementaion

You will be responsible for the safety and security of MdM teams, sites and assets in Pyapon Township.

You will be regularly conduct analysis of the context and security conditions, with a view to shape and adapts safety and security rules with the approval of the general coordinator.

You will ensure the implementation of security rules and procedures, including providing briefings about safety and security when required.

- The reporting and communication

You will be responsible for regular reporting on the project activities implemented in Pyapon Township; you will ensure that all Pyapon sites submit reports in a timely and qualified manner.

You will supervise the drafting of donor reports for activities implemented in Pyapon, and of narrative, financial, intermediary and final reports, makes sure that they are written in line with donor requirements.

SKILLS AND EXPERIENCE NEEDED:

At least 3 years experience in public health field related in development/humanitarian context.
Extensive experience in project cycle management, M&E mechanisms
Ability to train and coach collaborators
Past experience in reproductive health and HIV related interventions
Past experience in Program closure
Knowledge of the Region/context
Ability to work under a minimum of supervision
Strong problem solving and organisational skills
Listening and diplomacy skills
Team spirit
Capacity to work and to live in a multicultural environment
Languages: Excellent English writing/speaking skills, french an asset
