Country Medical Coordinator

Mission: 
Project management, coordinate and provide technical backstopping to all MdM health projects. Represent MDM/DoTW in all health cluster meetings to ensure alignment of our actions with national policies and follow up of projects currently implemented in Sierra Leone and provide technical support to the projects.

GEOGRAPHICAL SCOPE OF INTERVENTION
The successful candidate will be based in Freetown with a minimum of 50% of the time spent in Koinadugu and Moyamba bases.

ORGANIZATION CHART
The successful candidate will be part of the Mission Coordination Team and will refer to the Country Director. As well, he/she will have direct technical link with Medical Coordinator in HQ

FUNCTIONS
Project Management
• Responsible for the management of all MDM program in Sierra Leone.
• Coaches and motivates the medical teams in the mission in order to align all staff with MdM values and ethics, and ensuring their capability to carry out their respective job.
• Contributes with the Country Coordinator, Freetown and MedCo HQ to review and or develop programme strategies and policy documents for the expansion of MDM in Sierra Leone.
• Produces, together with teams in field, and submits all medical reports, on time.
• Authorizes medical orders in collaboration with MedCo in HQ, ensures that they are done on time, and according to MdM policies.
• Authorizes medical and pharmacy supply requests in coordination with Logistics/MedCo HQ.
• Monitors and evaluates to ensure the documentation is accurate and shared with HQ.
Representation, Advocacy and Positioning
• Represents MdM for all medical related issues and keeps in touch with officials in mission country, other NGOs, national and international organisations, donors, civil and military authorities.
• Supports projects’ development by providing all relevant technical tools available at country level and answering medical questions serving as a technical reference for the field
• Develops and maintains positive relationships with all relevant stakeholders in Sierra Leone
• Coordinates medical activities with other NGOs, partners etc.
• Knows and disseminates MdM principles, values and policies, as well as any documents related to medical work of MdM.
• Is in close regular contact with HQ and technical consultant regarding medical literatures or updates and keeps field medical staff informed and updated.
• Raises awareness and debate on medical ethics.
Programme Development and Expansion
• Works with the Country Coordinator / MedCO HQ, to conduct further scoping studies and collate information for the design new programme activities and expansion of the existing programme.
• Participates in the development of concept notes and proposals for funding for shorter term transition activities with a very quick turnaround times
• Participates in donor liaison meetings as required
• Works with the MDM to manage the assignment of UK NHS health professionals/ volunteers to support the development of programme activitie.
Security
• Ensures that security related to medical issues (Bio-security, universal precautions, and health and safety in the workplace) is guaranteed to the highest level possible by implementing all MdM protocols and updates HQ referent.
• Is responsible for mission Health Care Policy for N/S, Int´l Staff, and Medical Repatriation policy for mission in collaboration with Country Coordinator and HQs Medco.
Team Management
• Ensures the proper management of the staff under his/ her supervision according to MdM vision, policies and values.
• Ensures that all medical staff promotes and maintains confidentiality regarding medical cases and records.
• Contribute in the definition and regular update of the health policy for international and national staff, additional to national policies if existing, in accordance with the situation in the country.

o Medical Doctor University Degree or Registered Nurse.
Desirable:
o Master in International Cooperation and/or Humanitarian Aid.
o Public Health Studies
oTropical Medicine Studies
OTHER REQUIREMENTS
• English: advanced written and spoken
• Office Package: user level
EXPERIENCE
The successful candidate must have:
• At least 3 years’ field experience (emergency situations preferable).
• At least 2 years’ experience in positions with similar responsibility and working on planning, design, management and monitoring of programmes from a NGO in fragile scenarios, of complex emergencies.
• Team coordination experience.
