Field coordinator (M/F) Iraq / Kurdistan - Dohuk

Since March 2016, MdM is running mobile clinics for a Primary Health and Mental Health/Psychosocial care in the newly liberated areas of Sinjar Province. In August 2016 MDM made an assessment in Ninewah disctrict in order to support two mobiles clinics (TelAfar and TelKaif). Due to the security situation these two mobile clinics are not yet regular.

Tasks & Responsibilities: 

Under the supervision of the general coordinator, you will be in charge to implement the MDM strategy on mid/long term in Dohuk and Sinjar areas and probably contribute to develop the MDM emergency intervention in the Ninewah.

You will report directly to the deputy general coordinator, and you will manage directly the program team, composed of 4 staffs. You will report directly to the general coordinator about security and other specific concerns.

More precisely, you will be in charge of :



-The base management

You will oversee and coordinate the general functioning of the bases, in Dohuk and Sinjar areas, and all departments / services

You will ensure good collaboration, mutualisation, coordination and analysis with other projects if needed

You will train/Accompany the direct team members in their duty

- The program management

You will ensure the implementation of the program in Dohuk governorate and Sinjar area and its follow-up in its different aspects: logistical, administrative and activities.

You will continuously assess the needs & adjust the programmes to the needs in collaboration with the general and medical coordinators.

You will draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team, medical and financial staff.

- The logistics/finance/administration

You will ensure familiarity with donors compliance issues, ensuring all projects are acquiescent with these and MdM procedures

You will be responsible for accurate budget control and financial forecasts at the project site in line with project proposals

- The human resource management

You will be responsible for disciplinary and grievance procedures

You will support team members professionally and monitor and support stress management, including regular documented team meetings for planning and reporting purposes

You will carry out appraisals as per MdM standard requirements and procedures

You will be responsible for capacity building and training of national personnel

-The representation

You will carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties with the agreement of the general coordinator

With the general coordinator approval, represent MdM to Mosul emergency preparness meetings

You will contribute to the review of MDFM Iraq Strategy plan

-The safety and security management

Proactively, you will monitor the political, military and security situation in the project areas and update the general coordinator accordingly.

You will ensure that appropriate security plan & rules are communicated, to the Dohuk Team and they adhere to.

You will ensure timely and accurate security / incident reports are sent to the general coordinator

- The reporting

You will contribute actively to proposals & reports to donors

SKILLS AND EXPERIENCE NEEDED:

Program Coordination Certificate/Diploma
Management training
Public health Diploma is an asset
Significant experience with an international NGO working in emergency contexts, managing programmes
Solid experience of project planning and budget holding; proposal and report writing.
Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.)
Experience in management of multi projects budgets
Experience in control purchase process
Supportive management style (experience managing national and expatriate staff)
Experience of security management at the field site level
Confident and proficient in the use of MS Office
Experience in remote control management
Knowledge of Saga is an asset
Anticipation and adaptability
Strong problem solving and organisational skills in day to day and crisis situations
Listening and diplomacy skills
Languages: English fluent, Kurdish an important asset, french an asset
