An outbreak of Ebola disease affects for the first time in West Africa since December 2013, when the first case in Guinea. The intervention of the French Red Cross is concentrated in Guinea since March 2014.
Forest Guinea, successful strategies implemented by the various actors helped to reverse the epidemic since no confirmed cases have been recorded since March 2015. While maintaining an epidemiological monitoring system, the FIU are started a post-emergency programming work for the recovery and strengthening of Guinea's health system weakened by the epidemic crisis. This work aims to rebuild resilient and resistant systems capable of responding to future health emergencies through the implementation of four streams of activity in the prefecture of Macenta (17 health facilities):
Ensure secure access to health structures and strengthen public trust in health facilities
Improving access to water, hygiene and sanitation in health facilities
Ensure early and rapid response to potential epidemic diseases (Ebola, Measles, Meningitis, Cholera, Malaria)
Restore the capacity of health facilities to reduce indirect mortality due to the impact of the epidemic on access to primary health care

Objectives of the function

The / The program coordinator will provide technical and scientific support to interventions RfC in the response and post-Ebola Ebola.
He will represent the RfC in technical coordination spaces
He / she is the focal point of the programs of the FIU in Guinea - under the direction of HOD Guinea and functional relationship with the technical expertise pole knew headquarters in Paris (offices Health WaSH / Construction, PSP).

Main missions
Representation on the technical and strategic aspects of operations
Technical support for the operational management
personnel recruitment support
Support for the in situ formation of personnel deployed in the field for CTE shutters, community and health staff
Support to medical teams RfC in the management of cases of exposure of deployed personnel and / or local
Monitoring scientific aspects of clinical trials, validation of technical tests, epidemiological studies
Strategy: with / the Head of Mission, and in connection with the health office, he / she contributes to the development of new health interventions on the mission
Logistics and administration
Security: he / she contributes to compliance with biosecurity rules and ensures the organization of health care for expatriates mission
Capitalization and Reporting

positioning:

Reporting Relationship: head of delegation in Guinea
Functional links: health coordinator DROI in Paris and the seat center of technical expertise, functionally oversees the technical aspects medical representatives, PSP and community bases (Macenta and Forécariah).
Collaborates internally with the support coordinators (administration and logistics) and the coordinator WaSH in Conakry as well as sub-delegation leaders and heads of foundations projects
Collaborating externally with the Program Director of the Guinean Red Cross, with partners and the Ministry of Health authorities



The candidate's profile

Mandatory:

Professional Health (Tropical General Medicine Diploma).

public health experience and operationalization of public health interventions in emergency settings, including epidemic crisis and / or context of strengthening health systems
Demonstrated experience in coordinating field programs
writing experience reports and project proposals
Knowledge of project management tools
appreciated:

Specialty in epidemiology and / or public health
Knowledge of the Movement Red Cross / Red Crescent
Spoken languages
Fluency in French and English.

Qualities

Ability to work in team
Diplomat and a very good relationship with colleagues, project partners, national and international authorities
Strong motivation for humanitarian issues internationally



Prerequisite:
Passport valid for more than six months at the time of scheduled departure;
Vaccination certificate update / fitness to travel.

Ebola pre-deployment training takes place over three days. It consists of theoretical contributions but especially practical workshops that enable to understand and prepare to move safely in an Ebola treatment center (workshops dressing / undressing, medical activities and EHA in CTE) . Community events are also discussed and focused on the specifics related to the Ebola outbreak.
