Emergency Response Supervisor , Middle East

Location: Doha

Major Renewable Energy Company in Qatar
Responsibilities:
Serves as the subject matter expert on emergency preparedness & response and leads on the development and implementation of an effective and efficient emergency response program to deal with any foreseeable emergency at site.
Conducts/facilitates scheduled inspection, testing and maintenance (ITM) activities on emergency response equipment as per the established schedule/procedure, maintaining records, reporting and managing the repair/replacement process for defective equipment.
Ensures timely documentation and review of Emergency Preparedness & Response related procedures
Ensures Emergency Response Team (ERT) attains the necessary skills and ready to respond to any foreseeable emergency situation within the facility.
Collaborates with plant personnel to conduct internal performance evaluations, audits, and self-assessments of Emergency Preparedness & Response processes plant wide and implement continual improvement efforts.
Leads/facilitates required internal audits and regulatory agency inspections and audits.
Identifies Emergency Preparedness & Response improvement opportunities and develops and/or enhances of processes and systems
Provides appropriate advice, guidance, and counsel to all levels of the Company organization regarding Emergency Preparedness & Response compliance matters and regulatory decision-making.
Develops and conducts training programs in emergency response principles and practices which includes supervising practical exercises. Develops and coordinates orientation programs aimed at promoting emergency preparedness and response.
Provides leadership during accidents and emergencies.
Supervises performance of Emergency Response Team (ERT).
Provides support to HSE department on general health and safety issues.

Regular contacts with operations and maintenance personnel including leadership team to review and follow-up on emergency preparedness and response practices and provide advice and assistance as required.
Contacts with Ras Laffan City (RLC) fire department and other companies within RLC on emergency preparedness & response issues including mutual aid.
Contacts with external training provider (e.g. RLESC) on provision of emergency response training.


Qualification, Skills and Experience:
Bachelor's Degree in science, safety or engineering-related discipline.
Training in Emergency Response, Industrial Firefighting, Incident Command System, Paramedic/First Aid, Hazardous Materials
5+ years' experience in emergency preparedness & response within a process, petrochemical or oil & gas industry environment.
Good working experience on OSHA, NFPA, RLC, and similar regulations and consensus standards governing fire prevention, and emergency response.
Excellent written and spoken English.
Proficiency in Microsoft Office computer applications.
Must be able to prepare and deliver effective presentations to different levels in organization.
Ability to work with other groups, departments in a multi-cultural environment.
Proficient in problem-solving and analysing emergency response issues, with the ability to effectively collaborate and work with company and external stakeholders (e.g. RLC)
