Context:

Under the direct supervision of the Chief Medical Officer (CMO) and the overall supervision of the Chief of Mission (CoM) in Islamabad, Pakistan, the successful candidate will support the CMO in the implementation and oversight of IOM migration Health Assessment Programmes (HAP) in Pakistan.

Core Functions / Responsibilities:


Support the CMO in providing technical assistance to, and oversight, monitoring and quality assurance of IOM migration health assessment centres (Islamabad, Karachi, Lahore and Mirpur) and service providers in Pakistan, including standardization of all aspects of the medical examination and documentation processes; medical treatment programmes and immunization programmes.


Collaborate closely with the health service providers and medical partners, including hospitals and laboratories and upon the request of the CMO, with government representatives and supervising health authorities of destination countries.


Ensure that selected hospitals, laboratories and other health service providers engaged in

IOM health assessment process perform according to IOM's standards with respect to quality

diagnostic services, treatment, preventive health services, and client friendly approaches. Monitor and bring to the attention of the CMO any cases of underperformance and sensitive situations.


Assist the CMO in reviewing laboratory practices in the country and their compliance with the international laboratory standards for destination countries, in collaboration with the Regional Coordinator for Laboratory Services at the Regional Office in Bangkok.


Undertake regular duty trips upon the request of the CMO to ensure compliance of health assessment programmes with guidelines and technical standards of destination countries. Identify gaps between Terms of Reference, Standard Operating Procedures and actual performance, make recommendations and report to the CMO.


Assist the CMO in monitoring financial aspects within the Health Assessment Programmes, preparation of budgets, monitoring fee levels and proposing adjustments to enhance cost effectiveness.


Guide and support all staff in IOM Migration Health Assessment Centres directly involved in

Health Assessment Programmes.


Participate in the training and staff development of IOM health personnel in Pakistan in migration health assessment processing, performance evaluation, conducting medical examinations, upon the request of the CMO.


Contribute to the collection, processing and analysis of migration health data and ensure systematic and standardized approach in handling the data.


Maintain confidentiality and security of migration health data. Contribute to the activities and measures aiming at fraud prevention.


Assist CMO in developing migration health activities in Pakistan, including proposal development with the aim to expand and diversify migrant health activities in the country in the domain of migration health promotion, with foreseen benefits for HAP activities and outbound migration. These activities may also include a liaison with relevant UN and UN partners, government focal points for health and potential donors, as well as coordination with the COM and consultation with the Migration Health Advisor based at the IOMs RO for Asia and Pacific (Bangkok, Thailand).


Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least seven years of professional experience; or

• University degree in Medicine from an accredited academic institution plus Masters Degree in Pulmonology, Internal Medicine (including specialties), Paediatrics, Emergency Medicine, Infectious Diseases, Public Health or other related fields from an accredited academic institution with five years of relevant professional experience.

Experience

• Working experience in the domain of health, five years of which is continuous clinical experience (either in clinical setups or immigration/resettlement medical examinations or health assessments);

• Experience in performing team management/ supervising roles, preferable within the

immigration/resettlement medical examinations;

• Progressive work experience in TB programs, communicable disease control programmes among refugees and migrants in an international organization, UN agency or hospital;

• Experience in use of MiMOSA, eMedical and UK Global Software electronic systems is an advantage;

• Knowledge and experience with the health assessments for the United States Refugees

Admission Programme (USARP) is an advantage;

• Experience in managing and implementing medical evacuations and escorts is an advantage;

• Experience in liaising with resettlement partners, international organizations, and health services providers is an advantage.

Languages

Fluency in English is required. Working knowledge of Urdu is an advantage.
