Health Adviser, Kokoda Initiative
Contribute to an innovative Governance Program
Short term periodic inputs (up to 50 days) to end December 2016
Based in Port Moresby, Papua New Guinea

Program Overview

The PNG Governance Facility (PGF) is an innovative governance initiative in Papua New Guinea, aimed at contributing to security, stability, basic service delivery and inclusive growth for all Papua New Guineans. The PGF will be responsible for the design and implementation of most of Australia’s future governance portfolio under the strategic direction and oversight of the Australian and PNG.

The Kokoda Initiative is a key project under the PNG Governance Facility, which aims to make improvements to the delivery of health services in the Kokoda Track region through the supply and installation of health infrastructure, as well as through the continued provision of health-related training. The health project is primarily focussed at supporting the delivery of health services and infrastructure, working at community level and directly with VHVs and Health Workers.

Role Summary

The Health Adviser is responsible for planning, delivery and coordination of the health services and activities with the Kokoda Initiative program. Key responsibilities will include
Working closely with the KI Program Manager, develop the strategy and implementation plan for health programming on the Kokoda track
Provide expert advice on strategic and operational issues associated with the planning and implementation of the KI Health Plan
Oversee and manage the health program team, the program budget and coordinate program activities
coordinate analytical reporting and communication of health program outcomes
Work closely with KI and provincial and district administrations to ensure the sustainability of the program

The successful candidate will bring:
Tertiary qualifications in a medical field such as nursing, health management or a related field
Extensive program management experience in health, preferably in PNG or regional Melanesia
Experience in a managerial position in the public sector, with responsibility for developing, implementing and monitoring organisational planning and health systems
Exceptional interpersonal skills with a demonstrated ability build the capacity of others, to mentor and coach in the transfer of skills to counterparts
Ability to undertake extensive travel within PNG as required, including walking on the Kokoda Track with extended periods away from home province; current driving licence and the ability to drive a manual vehicle
