Emergency Health Coordinator

General Description of the Program
GOAL has been delivering both humanitarian and development programmes in South Sudan since 1985. Currently GOAL is operating across four field sites in South Sudan. In response to the on-going humanitarian crisis in South Sudan GOAL has set up an emergency response programme in Upper Nile State. Based out of Melut and Akoka, the programme was started as a response to the influx of Internally Displaced People (IDPs) following significant fighting in the region since December 2013. GOAL is currently implementing an emergency health programme which provides community health, nutrition, curative care, and water and sanitation support to conflict affected populations in Upper Nile State. GOAL expects the programme to scale up significantly in the coming months as the situation evolves and it is essential that the emergency health programme continues to meet the needs of those who are affected by conflict in the state.

General Description of the Role

The Emergency Health Coordinator will be responsible for managing the emergency health programme in South Sudan and will coordinate with the Senior Public Health Coordinator in Juba in relation to technical issues and the evolving needs of the population. S/he will be expected to work closely with the other members of the Emergency Response Team to ensure that programming and reporting is responsive to the evolving needs of the community. The Emergency Health Coordinator will take the lead in conducting health assessments and in scaling up and deploying emergency health teams to new areas of IDP settlement as they arise in within GOAL’s areas of operation. The general objective (scope) of the role is
Plan and implement GOAL’s response to the present unmet health needs in South Sudan, in close collaboration with GOAL technical and support teams, MOH and other actors
Assist/conduct in the analysis of health / humanitarian contexts including morbidity, mortality and disability data in South Sudan
Establish mechanisms and strategies for providing rapid response to further identified needs of host / IDP population.
Lead in assessments and contribute to the development of the longer term GOAL strategy and programming in South Sudan
Ensure the development of work plan, spending plan and project indicator as well as the proper implementation of activity plan, monitoring of indicators and budgets
Oversee all health related activities in the assigned project.
Make sure capacity building activities are given to national staffs

Responsibilities

Technical Project Management
Follow the development and implementation of work plan of assigned project in collaboration with Technical and support team.
Implement an IMCI (Integrated Management of Childhood Illnesses) program of curative and preventive healthcare, to respond to all key childhood diseases including, diarrhoeal disease, ARI, malaria, meningitis, skin and eye diseases and other presenting illnesses.
Develop and implement a MISP and comprehensive maternal health program for antenatal, intra partum and post-natal care for all pregnant women.
Ensure availability of a basic health information system for collection and analysis of essential data for basic health services and Maternal and Child health interventions.
Support identification and training of community health workers to conduct health education, support to EPI and other outreach activities in the target areas
Co-ordination of the Health activities within the project in close collaboration with the other members of GOAL team and MoH.
Conduct training need assessments regularly.
Maintain training database and monitor the impact of training on change of services and capacities
Conduct full oversight for implementation of the project Health activities, including changes of project direction or priorities in collaboration with the senior public health coordinator
Prepare the project Health protocols and data collection, and ensure the team is fully conversant with and trained in use of protocols.
Monitor and continuously assess health risks and outbreaks in the project area.
Make sure the project is ready and prepared for emergencies in collaboration with project coordinator.
Monitor the progress of project indicators and provide strategic advice on the monthly basis
Review, develop, adapt and manage properly all relevant health data, supervision reports and training data.
Develop contingency plan for emergency response for assigned projects
Develop, adapt emergency health kit for rapid response for GOAL
Preposition cholera kit and other epidemic prone diseases in consultation with the Senior Public Health Coordinator
Ensure GOAL is adhering to international technical and humanitarian standards in terms of health emergency response like sphere standard, MISP, Interagency manuals, etc.
Provide feedback on the weekly report of assigned projects
Responsible for timely follow up, advice and preparation and approval of all Health orders.
Make sure uninterrupted Health supplies are available in the project.
Ensure projects have three month buffer stocks of drugs and Health supplies
Collaborate and work closely with nutrition program staff.
Prepare/Assist project based donor and other relevant reports.
Ensure cross-cutting issues like gender, HIV, child protection, programs for vulnerable are mainstreamed in GOAL emergency programing
Ensure emergency response is activated within 72 hours of occurrence of emergencies
Develop emergency preparedness and response plan targeting GOAL operational areas

Capacity Building
Identify and prepare key national staff for management responsibilities.
Provide both on job and formal training for national, relocatable and international staffs.
Conduct training need assessments of staffs for the assigned projects
Provide training and build the capacity of government and GOAL staff on resilience, emergency preparedness and response
Coach, Mentor and train staffs on identified key areas for improvement

Supervision
Provide technical support to the Health team, including participation in evaluation and impact analysis of the project.
Design a supervision plan for support and supervision to the project field team to ensure quality of service and appropriate project management
Quality control of Health logistics with senior logisticians on the project coordination and support of Health staff members.
Regular on site and remote supervision of staff and their activities
Developing links and support integration of the program interventions across health department.
Promote correspondence between teams in the different field sites.

Monitoring and Evaluation
Roll out Monitoring & Evaluation system for the assigned program in collaboration with M and E team
Constant assessment of the health needs of the community and guiding of activities to respond to their health needs
Develop assessment checklist in close collaboration with M and E team
Prepare monthly donor specific reports for the assigned projects
Monitor the progress of project activities and update the senior public health coordinator on monthly basis
Monitor the progress of indicator targets outlined in the proposal
Ensure that the MoH and other partners receive regular activity reports and statistics.
Document relevant documents in hard copies in consultation with Senior Public Health Coordinator
Ensure relevant files are saved in the server for the assigned project
Participate in the relevant IRNA assessment Conduct rapid health assessments as required and provide advice to the Juba team on possible new sites or additional health responses to the crisis.

Human Resources
Ensure project have the right mix of staffs
Participate in staff performance appraisal.
Responsible for training of all health staff to ensure the maximum use of their skills and their full and effective participation in health activities whilst conforming to GOAL and MOH protocols.
Follow up the recruitment, termination, promotion of staffs in close collaboration with Senior Public Health Coordinator and HR

Representation
Co-ordination and representation with the MOH to ensure all project activities are carried out with their agreement and, as far as possible, their participation, together.
Co-ordination and representation with MOH, UN, and other NGOS
Represent GOAL in coordination meetings with other agencies, in all meetings that relate to the on-going humanitarian response where health issues are raised.

Requirements (Person Specification)
Qualified nurse/midwife/clinical officer/doctor with MPH and at least two years post-qualification experience
Previous experience of working in humanitarian emergencies
Experience in liaising with UN, other organisations and government officials
Fluent in spoken and written English
Good interpersonal skills and ability to sensitively and effectively manage staff disputes
IT literate ideally with familiarity with DHIS software
Report writing skills, ideally with experience of working with emergency donors including UNHCR/OFDA/ECHO
Very enthusiastic and keen to work extra hours to achieve the objectives of the programme
