Context:

Under the direct supervision of Head of Office and technical oversight Regional Health Specialist and health policy guidance of the Director of Migration Health Division (Headquarters), the successful candidate will be responsible and accountable for overall supervision, effective coordination and reporting, and adherence to strategic directions of all the public health/medical, infection prevention and control, occupational health and psychosocial support and social communication activities related to the Post Ebola Recovery Period and other health operations in Sierra Leone.

The IOM Senior Public Health Coordinator ( Regional HBMM – PC) is expected to carry out his/ her duties in accordance with strictest ethical standards, safety of IOM personnel, building and maintaining of partnership with agencies and Government, and with due respect for cultural sensitivities.

In order to support the Government of Sierra Leone in the implementation of Post Ebola recovery plan, IOM Sierra Leone has developed a country strategy plan emphasizing 3 key priorities: Enabling Community Resilience and Restoring Essential Services, Border Management and Training and Capacity Building.

The Senior Public Health Coordinator (Regional HBMM – PC) is accountable and responsible for adapting, planning and implement the IOM country strategy.

The Senior Public Health Coordinator (Regional HBMM PC) is also responsible for technical coordination and monitoring of activities implemented under the regional CDC project in 8 countries in the region; technical troubleshooting support and adaptation of regional implementation strategies in close coordination with RO and HQ; liaison with CDC and other regional health partners and donors.

This position will require the successful candidate to be based at the IOM country office in Freetown, with frequent travel in to other countries implementing HBMM Project; in Sierra Leone, to border areas and other districts to oversee technical and managerial aspects of HBMM activities.

Core Functions / Responsibilities:

For the “ Health Border Mobility Management ” project:


Train staff and implementing partner on Population Mobility Patterns Mapping.


Coordinate regularly scheduled outcomes oriented meeting of country project focal point.


Contribute to the development and the integration of Population Mobility Patterns Mapping in the Country Surveillance System.


Liaise with medical partners such as Sierra Leone Ministry of Health and Sanitation (MOHS), World Health Organization (WHO), US Centers for Disease Control (CDC), and other stakeholders, to ensure implementation of standardized HBMM Project.


Ensure, in close collaboration with HQ and RO, technical coordination and monitoring of activities implemented in the 8 countries participating in the CDC regional project (Senegal, Guinea Bissau, Liberia, Guinea, Sierra Leone, Mauritania, Burkina Faso and Ghana) :

• Coordinate regularly scheduled outcomes oriented meeting of country project focal points

• Provide technical ad hoc technical support to countries in close collaboration with RO ad HQ

• Insure compliance to the standard approaches of the intervention are implementing in the 8 countries

• Insure that the 8 countries are on track with regard to the established work plans

• Support harmonization and standardization of activities across countries

• Report to RO and HQ about any constraints preventing project implementation

• Monitor monthly countries budget execution rates
Liaison with CDC and with other regional health partners and donors to insure they are updated on the project implementation milestone and discuss way out of potential worries.

For Public Health and Post Ebola Recovery Period:
Develop project and lead proposals related to Post Ebola Recovery Period, with a public health focus. Monitor the implementation and assess the evaluation of these projects - including those having a country focus – in Sierra Leone, to ensure that they are:

a. consistent with IOMs strategy, , thematic guidance notes and any relevant national policies and/or regional strategies;

b. coherent, relevant, and feasible, and take into account good practices in the area of migration health;

c. developed according to IOMs project development procedures as established by the IOM

Project Handbook and related Standard Operating Procedures (SOPs).


Facilitate the development of new migration health projects including, Health System Strengthening and Border Health related to the National Recovery Plan in line with the MHD strategic objectives, and Country Strategy Priority.


Coordinate and liaise closely with the Ministry of Public Health (MOPH) and other health national institutions in order to ensure harmonized implementation of activities that are delivered within the framework of national health response strategies.


Monitor and analyze the public health/clinical services’ process, specifically aimed at increasing effectiveness, recommending specific actions, and assist in the development of monitoring and evaluation protocols.


Explore potential entry points for expanded collaboration with local health authorities and partners on migration/emergency health related activities; develop new ideas as well as identify, design and facilitate research activities in coordination with other IOM Sierra Leone programme units and with relevant regional and HQ units.


Contribute to periodic technical updates and documentation/ dissemination of best practice materials.


Represent IOM at health and other related cluster meetings, liaise and coordinate with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health related matters, specially related to the Ebola Response; key counterparts will include Ministry of Health, WHO, CDC and other stakeholders; with the requirement to represent IOM at the most senior level of migration health and public health competency and advocacy.


Provide technical support, oversee a training plan and assist with building the capacities of IOM staff in the relevant MHD programme areas through a combination of formal job mentoring.


Advise and continuously update MHD Director, Senior Medical Adviser to the Ebola Response, MHD RTS, RO Dakar Regional Director and relevant Geneva Departments and Divisions on the progress, plans, priorities and strategies and developments related to the Ebola Response and public health issues in Sierra Leone.


Maintain a high level of science, global and public health methods expertise, and ensure that analysis and sharing of health data of significant relevance stemming from IOM programme in the area of migration health is maintained. Identify emerging issues to ensure that IOM programmes are based on scientific evidence.


Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs for IOM Sierra Leone Health programs, as well as for donors and partner agencies.


Undertake duty trips to locations on a regular basis.


Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Masters Degree in Medicine or qualification in Public Health, or equivalent medical qualification in community medicine or public health; including experience in training and

evaluating health programmes and protocols or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Nine years of relevant professional experience in public health, humanitarian crisis responses, infectious disease control and health protection;

• Nine years’ experience in programme management/coordination (international and consultant);

• Awareness or experience as a trainer in infection prevention and control programmes;

• Working experience in an infection control institutional environment or an Ebola Treatment

Unit will be an asset;

• Working experience in a limited setting or, in particular, in West Africa during the current Ebola outbreak;

• Knowledge of health system and human resource for health capacity strengthening;

• Demonstrated expertise in international public health, and donor liaison and fund raising;

• Experience in liaising with governmental authorities; knowledge of structures and functions of primary health care systems, of national and international health agencies, donors and organizations; the region and related issues;

• Knowledge of the region is an advantage;

• Proven experience in working with international organizations.

Languages

Fluency in English and French is required.
